Land Borders Finally Reopening
The Minister of Tourism Gustavo Segura announced today that the land borders will reopen starting April 5th, 2021. This means that land borders will now be opened to Residents, Nationals and Tourists.
To enter the country people will be required to meet the entry requirements, depending on their immigration status or category. You can read more on the requirements, per immigration status or category, here.
The entry requirements for tourists are:

Insurance that covers hospitalization and accommodation in case you require quarantine due to COVID19. Insurance offered by the National Insurance Institute (INS) and Sagicor complies with these exigencies. The lodging exceptions mentioned in the section Insurance Matters here will apply.

Valid passport.

Round-trip ticket or reservation showing an eventual departure from Costa Rica.

Complete the Health Pass, one per family can be completed. The link for the Health Pass can be found here. The Health Pass must be completed 48 hours prior to entering the country.

If you have an application in progress, we would suggest you carry with you the application filing receipt (known as plantilla) that shows your application number (expediente).

If the foreign national has a restricted nationality (you can read further on the matter here) and requires a visa to enter Costa Rica, he/she will not be allowed to enter unless he/she presents a valid US, EU, or Canadian visa (please refer to the article pertaining to restricted nationalities). This cannot be a transit visa.

Furthermore, people will not be asked to quarantine upon their return to the country. Up until April 5th, 2021, Residents and Nationals who use the land borders will be required to complete a mandatory 14-day quarantine period upon their return. This mandatory quarantine will no longer apply from April 5th, 2021 onwards.
This was announced today at a press conference. We must now wait for the official resolution to be published.

So does this mean a renewed tourist vis can be acquired at PasaCanoas again in June for those who foolishly believed the government concerning the Mar2 deadline, as long as one has the Travel insurance and a reservation for fly out of CR and has completed the Salud document?
