Government Measures from 20 to 31 July
- Vehicle restriction in all cantons on orange alert will be from Monday to Sunday from 5:00 am to 5:00 pm and it returns to the usual dynamics of license plate restriction.
- Nine cantons will drop from orange alert to yellow alert (Alvarado, Bagaces, Carrillo, Golfito (except the Pavón district), Garabito, El Guarco, Puriscal, Talamanca and Zarcero).
- Nicoya canton and Agua Buena and Sabalito districts of Coto Brus canton rise from yellow alert to orange alert.
- The compulsory use of masks is extended to bus stops and public transport may operate regularly throughout the country, respecting sanitary measures.
- Home service may work in any modality.
- All the productive activities of non-face-to-face care will be able to operate regularly, with strict compliance with protocols and sanitary measures, throughout the country, whether on yellow or orange alert.
- Measures will apply from this Monday 20 to July 31, inclusive.
To prevent the capacity of our health system from being exceeded, as well as to contain and continue with the task of recovering the virus trace, mainly in the Greater Metropolitan Area (GAM), this Friday, the Government of the Republic detailed the new measures that will be implemented from Monday, July 20 to July 31, inclusive, as part of the “hammer and dance” strategy against COVID-19.
The information was released at a press conference by the Minister of Health, Daniel Salas; the Minister of Planning and coordinator of the economic team, Pilar Garrido; and the president of the National Emergency Commission (CNE), Alexander Solís.
After an analysis of the epidemiological situation of the Ministry of Health, the CNE made a readjustment in the declaration of orange and yellow alert in some areas of the country affected by COVID-19.
Due to a drop in the number of cases, the cantons of Alvarado, Bagaces, Carrillo, Golfito (except for the Pavón district), Puriscal, Talamanca and Zarcero will drop from orange alert to yellow alert. On the other hand, the canton of Nicoya and the districts of Agua Buena and Sabalito in the canton of Coto Brus rise from yellow to orange alert.
For the entire country, in yellow or orange alert, all the productive activities of non-contact care will be able to function regularly, with strict compliance with protocols and sanitary measures.
Likewise, it is important to highlight that the home service can work in any modality throughout the country.
On the other hand, it was announced that public transport will be able to operate regularly with taxis and buses, the latter must travel without people standing. The special transport of workers and tourism was authorized according to the regulation of the Public Transport Council (CTP). In addition, the Minister of Health announced the extension of the mandatory use of masks at bus stops.
Government authorities reiterated the call not to let down their guard and not to neglect hygiene and health protocols in order to contain the spread of the disease by the COVID-19 virus.
Updated list of cantons and districts on orange alert :
Orange alert
- Vehicle restriction: Vehicle circulation will be from Monday to Sunday from 5:00 am to 5:00 pm. Except for the list of exceptions, the following do not circulate:
Monday: 1 and 2
Tuesday: 3 and 4
Wednesday: 5 and 6
Thursday: 7 and 8
Friday: 9 and 0
Saturday: 0, 2, 4, 6 and 8
Sunday: 1, 3, 5, 7 and 9
- Establishments enabled
The only establishments with sanitary permission to operate public services enabled to operate 24 hours a day in orange alert, are:

- Supermarkets, suppliers, grocery stores, and mini-supermarkets (section selling food, beverages, groceries, cleaning and hygiene supplies, and basic needs).
- Bakeries, butchers and greengrocers.
- Sale of agricultural, veterinary, and hygiene supplies.
- Marketing of agricultural, livestock, fishing, and aquaculture products.
- Laundries, hardware stores, locksmiths, stained glass.
- Riteve (RTV), repair of automobiles, equipment, and machinery, lubricants, sale of spare parts. Banking and financial services.
- Funeral homes and veiling chapels.
All the aforementioned services must work with a capacity of 50%.
They can also open public and private health establishments, veterinary clinics, pharmacies, farmers’ fairs with a differentiated strip for older adults from 5:00 am to 8:30 am, waste collection, fueling, sale of lotteries and products of Random duly authorized by the Social Protection Board (JPS), public parking lots or parking spaces, care centers for people in vulnerable and dependent conditions, public, private or mixed nurseries under the supervision of the CAI or the MEP, hotels (50% capacity) ), and motels.
Yellow alert (rest of the country)
- Vehicle restriction. Vehicular traffic will be Monday through Friday from 5:00 am to 10:00 pm, and weekends from 5:00 am to 7:00 pm. Except for the list of exceptions, the following do not circulate:
Monday: 1 and 2
Tuesday: 3 and 4
Wednesday: 5 and 6
Thursday: 7 and 8
Friday: 9 and 0
Saturday: 0, 2, 4, 6 and 8
Sunday: 1, 3, 5, 7 and 9
- Authorized establishments
The establishments in the yellow zone with sanitary permission to operate to the public will be able to open regularly and continue phase III of reopening from Monday to Sunday (restaurants, shops and gyms at 50%, places of worship with a maximum of 75 people, fairs farmer with a differentiated strip, among others), with strict compliance with protocols.
The hotels will be able to operate with a capacity of 100% and common areas at 50% and the opening of bars, discotheques, casinos, and public parks is not enabled.
Differentiated vehicle restriction in border areas
The differentiated vehicle restriction is maintained, due to the border area, from Monday to Sunday from 5:00 pm to 5:00 am at:
1. Canton of La Cruz
2. Canton of Upala
3. Canton of Guatuso
4. Canton of Los Chiles
5. Canton of San Carlos: Aguas Zarcas, Cutris, Pital, Pocosol and Venecia. In addition, the Southeast Sector of the La Fortuna, San Carlos District (Tres Esquinas, Los Ángeles, Sonafluca, La Perla, San Isidro, El Tanque, San Jorge, Santa Cecilia), and the communities of La Vega and Bonanza in the district of Florencia.
6. Districts of Plains of Gaspar and Curuña of the canton of Sarapiquí
7. Pacuarito and Reventazón districts of the canton of Siquirres
8. The districts of La Rita, Roxana, Cariari and Colorado of the Canton of Pococí.
9. Duacarí district of Guácimo canton
10. Canton of Corredores
11. Districts of Agua Buena and Sabalito of the canton of Coto Brus.
